More Problems with NAT settings

I have configured my router settings correctly, but some people cannot join my server. I tested successfully with someone who ownes United. Can 2 people with the free version NOT be the only people in a game, or is something wrong with the other people's computers?

can you explain this more detailed? who can and who can't join?
any similarities between those that can join (or those that can't), or disctintions between the two groups?
as much as the trackmanias may rule, carmageddon 1 & 2 are still the best games ever :D

I tested with someone on the same network as me. Same firewall, etc. When someone I know thru Steam tried to join, he was denied access due to "failed connection to server (IP)" (or some error message similar to that). He said his picky firewall might be causing the problem, but he is able to join other servers without a problem. as far as I know, his NAT settings are not configured. I followed the instructions given for people with routers under another post:

No I did not put the IP example from whatismyip.com in case you are wondering
