Ok... I have deleted the DATA folder and copied it across again but now am back to square one...

No errors but I see no GUI for the plugin.

This is what I have:

D:\FAST

Copied Data folder to:
D:\FAST\DATA

Then the rest of the files to:
D:\FAST\PLUGINS

That is correct right?

Am I missing something?

Ok.. I have had to copy the DATA and Plugins folders into the main server directory as well.

All is now working.

Ok... I think I know what I did wrong.

I installed FAST into a seperate folder on ROOT.

I am guessing it should be INSIDE the TM Dedi server folder?

Yep. Either inside the dedicated server folder or you could also copy over the dedicated.cfg (into the GameData/Config folder).
