Forcing Mods

I'm helping a friend to set up a server that forces mods onto modded and unmodded tracks. I tried both - gpp plugin and forcemod plugin. and this is what i concluded:

gpp plugin can force mods onto tracks, however it can't force to a specific environment (for example if a coast mod is forced onto an island track, either nothing happens or you'll see the loadscreen). This is not a problem if you're setting up a server with tracks of same environment, e.g. a nations server.

Forcemod plugin can force mods onto a specific environment, but only one mod each.

what I want basically is a mixture of both, a plugin that force more than 1 mod onto a specific environment.

i am working on the same thing, i put comas between code to have mor than 1 track per enviroment

but i cannot get to be random
