Incidentally, when I go to www.whatismyisp.com, I periodically find a different IP address. I'm guessing this means I have a dynamic address. Is this an issue? I'm thinking so!

You can leave it as Dynamic for now and it will stay as 192.168.1.100 until you restart the router.
Did you check your port on the link above? This will tell for sure if the port is open or not.
Uncheck local address for now.
In force IP address put in your external IP address which you can get here http://whatismyipaddress.com/

Yea that means it's dynamic and will change each time you restart your router but it should not be a problem. Yes, I've checked my port using the website you mentioned & since making changes, it can be seen.
I have to go out for a few hours & will make other couple of changes you mentioned tomorrow.

cable or dsl doesn't really matter, its all the same.

I have a server problem.
Only thing is. its different.
1.i host a sevrer
2.problem: It doesn't appear in the list.
3.attempt: tryed allowing it in Windows Firewall. didn't work
By the way. does the other guy need his IP By any chance?
